It is made using daisy granny squares. Then shaping, joining and adding ruffles around the arms and a peplum bottom. The squares are written for all sizes then when you have got to the required size you continue the shaping for the individual size. The instructions for the neck edging, ruffle sleeves and peplum are the same for all sizes.
